Denver wants to add a second "lid" over the top of Interstate 70, east of I-25, to the Colorado Department of Transportation’s proposal to lower about 2 miles of the east-west highway.
A second cap over the highway, as well as other changes, would allow three low-income north Denver neighborhoods that were cut off from the city when I-70 was built to reconnect to the city, according to city planners. It also would boost development in the are, they said.
